Inauguration Day

Walking from work to my car, I pass a wine bar that usually plays music like this.

Today, it was blasting NPR into the sidewalk.

Is it possible to actually "blast" NPR? I imagine Michelle Norris's voice has a decibel limit even radio cannot overcome.
